Carrying a handgun is illegal in NYC without the rarest and hardest to obtain licences. How could an event like this occur, it is impossible as it is illegal to have a handgun and also illegal to murder somebody with said handgun.

Impossible ! NYC has the strictest gun laws. All they need to do is ensure this person got the memo that guns are not allowed, and I'm sure the gun will be turned over. As for Justice for the ones shoot. The Soros style DAs will have a talk with the person and then let the victims know not to upset the bad guys in the future.
